The technical specification (TS) is considered complete if it contains:

• A clear and comprehensive description of the goals and objectives of the project.
• Detailed functional requirements — what the system should do.
• Non-functional requirements — performance, security, usability, etc.
• Description of constraints and assumptions.
• Acceptance criteria.
• Diagrams, schemes, or prototypes, if needed for understanding.
• Agreement with the customer and all interested parties.

If all these points are fulfilled and the document is approved, the work of the analyst on the TS can be considered completed.
