How to distinguish the task planning process from the process of clarifying and preparing for execution?

The task planning process is the stage where it is determined what tasks need to be completed, priorities and deadlines are set. Here, a general work plan is formed, resources are allocated, and risks are assessed.

The process of clarification and preparation for execution is a more detailed elaboration of already planned tasks. At this stage, tasks are broken down into subtasks, requirements are clarified, necessary artifacts (such as test cases) are created, and the team prepares for the actual execution.

In other words, planning is "what and when to do," and clarification is "how exactly to do it."
