When can't Scrum be applied?

Scrum is not suitable in the following cases:

• Strict requirements and a fixed plan: If a project requires strict adherence to a pre-approved plan without changes, Scrum with its flexibility and iterative nature will be ineffective.

• Lack of client involvement: Scrum assumes active participation of the client or business representative in the process. If the client is unavailable or uninterested, implementing Scrum principles becomes difficult.

• Very small or very large projects: For very small projects, Scrum may be excessive, and for very large projects, it requires scaling and additional practices.

• Organizational culture: If the company lacks support for team self-organization and transparency, implementing Scrum will be challenging.

• Projects with strict regulatory requirements: Sometimes, processes and documentation are regulated so strictly that flexible approaches are not suitable.

In such cases, it is better to consider other methodologies or hybrid approaches adapted to specific conditions.
